Meet the new prison chief: Lieutenant-Colonel Eugene Philip

Cabinet recently announced that Lieutenant Colonel Eugene Philip would be taking the reigns as Superintendent of Prisons, since the secondment of Deputy Commissioner of Police Albert Wade came to an end on February 1.

Up to yesterday Philip had not yet received his official instruments of appointment. However, since the Minister for Public Safety, Steadroy Benjamin, said it was inevitable, OBSERVER introduces to you the man who has already started running operations at Her Majesty’s Prison, and who has been on the prison visiting committee for the past three years.

Lieutenant-Colonel Philip has been a member of the Antigua and Barbuda Defence Force (ABDF) for 34-and-a-half years.

He has a Masters in Theology from Christian Theological College of New York, USA, and his military education is wide ranging in terms of topics.

 He has done many courses in several countries within the Caribbean and further afield. These include Drill, Infantry Officer Basic, Infantry Officer Advanced, Intelligence Officer and Managing Defence.

Lt. Col. Philip has also studied Security Resource Planning and Management, Conflict and Crisis, Peacekeeping, Strategic Leadership Management, Defence Management, as well as junior command and staff courses.

These studies were done in Antigua, Canada, Guatemala, Jamaica, the USA, and the UK, among other places.

His training also included numerous conferences, workshops, seminars and exercises in the region, the USA, Central America and China.

During his years in the ABDF, he has served as Section Commander, Platoon Commander, Company Commander, Intelligence Officer, Staff Officer Logistic, Staff Officer Operation and Training, Commanding Officer Service and Support Unit, Commanding Officer 1st Battalion Antigua Barbuda Regiment, Staff Officer Intelligence, and he is presently serving as Staff Coordinator at Force Headquarters.
